The revised construction schedule is planned as follows:

  • Phase 1: Start construction at the end of August 2022 and complete construction by the end of October 2022. 

  • Phase 2: Start construction in late March 2023 and complete construction on the water main by June 1, 2023.

  • MDT Repaving Project: Anticipated in June 2023 (final schedule to be determined by MDT)


The Spokane Avenue corridor is home to one of the oldest cast iron watermains in the City.  In response to plans by the Montana Department of Transportation to make pavement and crosswalk improvements on Spokane Avenue, the Public Works Department has been working hard to design and bid the replacement of this dilapidated piece of City infrastructure.

City Council awarded the engineering contract for the project to Morrison-Maierle on 11/1/2021.  The initial project design was approved by Council on 1/3/2022, along with authorization to procure materials.  The project was advertised for pre-qualification of general contractors and a total of six contractors were determined to  be qualified to complete the work.  Bids for material procurement were opened on 1/10/2022 and two bids were received.  Northwest Pipe Fittings was the low bidder at $568,010, which was well below the engineer’s estimate.  A public open house was held for the project on 2/9/2022 and a contractor pre-bid meeting was held on 2/10/2022.

The City initially advertised for bids for construction on 2/6/2022 and 2/13/2022 with bids to be opened on 2/24/2022.  The City received one bid from Sandry Construction for $3,402,963, which was approximately 70% above the engineer’s estimate of $2,000,000.  This bid was rejected by City Council on 3/7/2022 and staff was directed to re-bid the project with an revised completion date of 5/31/2023.

The second round of bids were received on April 14th, 2022 and a total of four (4) bids were received for the project.  The Base Bids ranged from 7% to 35% above than the revised Engineer's Estimate of $2.6M.  Base Bid totals are as follows:

  • $3,507,524.00        -    Montana Civil Contractors

Sandry Construction is an extremely reputable firms who has successfully completed many projects for the City and the project was awarded to Sandry on 5/2/2022.  A public information meeting will be held in July 2022 before construction begins in August 2022.
